Geneseo Anime Club

Constitution

Article I - Name

This organization will be addressed as the Geneseo Anime Club, at the State University of New York at Geneseo.

Article II - Purpose

  1. To introduce Japanese Culture though Japanese Anime, and also explore other types of animation from around the world (ex. French, Chinese, German).
  2. To bring together people with our common interest in Anime.
  3. To provide and maintain a source of anime, through a library, to donators.

Article III - Membership

  1. Regular Members

    1. This club shall be open to any fee paying student of Geneseo State University who is interested in Anime. Those who buy a membership card may be a voting member of the club. Any person not meeting these qualifications who still wishes to attend General Meetings is considered a non-paying member of the club.
    2. Non-paying members have all the rights and privileges as paying members with the exception of the right to vote in elections, E-board meetings, and major club functions, as well as library access.
    3. Members will have the option of buying an official membership card, which grants them full membership as well as all discounts and rewards that come with it.
  2. Paid Members

    1. For those who opt to be paying members, the privilege of borrowing tapes/DVD's/CD's shall be given. The Executive Officers, by the start of each fall semester, shall decide the amount for club dues as well as library access.
    2. Only current Geneseo students (those possessing a valid G#) may become paid members of Geneseo Anime Club. Borrowers will need their club Membership card in order to sign out media.
    3. Paid members shall have their names listed on the Members page of the Geneseo Anime Club website. They chall also be granted voting rights at Executive meetings, elections, and the like.
    4. The Executive Officers reserve the right to refuse/nullify membership in Geneseo Anime Club. All such action may only be taken with good cause and must be agreed upon through a vote of the current officer core. (Greater than 50% majority.)
    5. If a paid member loses, damages, destroys any borrowed property from the library, they will be held accountable for the full purchase price of the item (even if another person caused the damage while in the borrower's possession), and will have borrowing privileges suspended until payment is made. There will be a two week grace period to pay the money owed, but once the deadline has passed, the item will be considered stolen, and will be reported to the authorities.
  3. The Geneseo Anime Club members agree:

    1. To uphold College and State University regulations and State Federal law;
    2. To keep organizational funds in an official depository [bank, Student Association (funded or unfunded as applicable), or other financial institution];
    3. To maintain accurate financial records which can be available for inspection by organization members; and
    4. To provide equal opportunity in the selection of members, assignment to privileges, and provision of all benefits and services to members. There will be no discrimination on the basis of race, gender, color, religion, national origin, age, disability, or sexual orientation.

Article IV - Officers and Government

  1. Qualifications for All Officers

    1. Only full time undergraduates may be Executive Board Members.
    2. Must attend all General Meetings unless there are extenuating circumstances.
    3. All Executive Officers must have an e-mail address, phone number, or other form of contact to maintain their obligations. First semester freshman may not be voted in as officers. However they can train with the other officers and run for the next semester.
    4. All officers must have a 2.0 cumulative average before and during his/her term in office and not be on any college probations.
    5. Each President must have been a member in good standing in the club for at least one semester unless they were an original founding member.
  2. Offices Available at Each Election

    1. President
    2. Vice President
    3. Treasurer
    4. Secretary/Librarian
    5. Public Relations
  3. Duties of Officers

    1. President
      1. Shall preside over all organizational meetings of the club (both General and Executive Officer Meetings).
      2. Shall be responsible to promote the furthering of the club's aforementioned purposes.
      3. Is responsible for conveying any information relating to the club to its members for consideration.
      4. Shall oversee the Geneseo Anime Club website and/or delegate appropriately.
    2. Vice President
      1. Shall share the work of the president and provide support and assistance in presidential duties as mentioned above.
      2. Is responsible for the presidential duties in the case of the president's absence.
    3. Treasurer
      1. Shall be responsible for all financial matters of the club including the collection of dues, the financing of fundraisers, and the handling of the club's banking.
      2. Works with SA on the matters of money, finance and the budget.
      3. Informs the other officers of Geneseo Anime Club's financial status.
    4. Secretary/Librarian
      1. Takes minutes for Executive Officer meetings and general meetings.
      2. Maintains the Library.
        1. Manages Log books (Paid Member List, Borrower List) both hard copy and electronic.
        2. Maintains Library materials, making sure they are returned, checking for damage, and updating the Library List.
        3. If the librarian feels that he/she needs assistance in performing his/her various duties, he/she can enlist the help of an assistant. (This assistant is subject to the same requirements and qualifications as officers.) This is an appointed position.
      3. Checks the Geneseo Anime Club mailbox at least once a week.
      4. Maintains the Geneseo Anime Club's Mailing List and the Geneseo Anime Club Executive Officer Mailing List. In charge of sending messages and announcements to the members of the club through the Mailing Lists.
    5. Public Relations
      1. Shall be responsible for all decisions regarding publicity including but not limited to posters, fliers, and any other forms of advertisement.
      2. Shall be responsible for the approval and execution of all fundraisers.
      3. If the Public Relations officer may be elected to share these duties.
  4. Procedure for Removal from Office - Impeachment

    1. Impeachment can only be considered for two reasons:
      1. The Officer has failed to do his duty more than 3 times.
      2. The Officer has acted in such a way that is detrimental to Geneseo Anime Club.
    2. Any officer may call for an impeachment, provided the accused officer has done one or both of the above. (Evidence must be documented)
    3. After Impeachment, a vote to remove the officer must be unanimous among the other officers.
    4. If the removal is successful, the appointment of a new officer will be held in the same manner as that of a resigned officer, as stated below.
  5. Resignation

    1. In the event of a resignation, the resigning officer must give at least two weeks advanced notice.
    2. When an officer resigns, a notice must go out to the Geneseo Anime Club members, so that a new officer can be appointed.
    3. The new officer will be appointed by the current officers (approval must be unanimous).
    4. In the event of a presidential resignation, a new vote by the Members will be conducted.

Article V - Advisor

  1. Advisor needs to be willing to support Geneseo Anime Club in any possible manner that he/she can provide.
  2. Advisor will be chosen or changed by the Officers.
  3. There may be more than one advisor.

Article VI - Elections

  1. In the first week of March, the club will elect the officers for the upcoming (fall) semester to allow time for the new E-board members to transition into their new positions.
  2. These officers must be nominated by any other member in good standing before the general assembly.
  3. All nominees will be given the floor for two minutes for a short speech, directly following which the voting will take place. (If any statements are made that are found to be false, the nominee will lose the right to run for office, and if elected to a position will be removed immediately.)

Article VII - Meetings

  1. Officer Meetings

    1. Officers must attend all Officer Meetings.
    2. Meetings must be held at least once every two weeks, barring vacations holidays, and college closings.
    3. Every officer shall have a chance to speak.
    4. Presiding officers decide the day and time.
  2. General Meetings

    1. To be held once every week, barring vacations, holidays, and college closings.
    2. For Late Knight Anime viewings, or any other anime viewings, only two officers have to be present.
    3. One third of the members in good standing must be present to conduct business.
  3. Members Voting on Proposals

    During any E-Board Meeting on the subject being discussed and at a time during that meeting determined to be appropriate by the presiding officer:

    1. A member in good standing must make the proposal for an issue to be put to a vote.
    2. Two minute speeches for all sides will be allowed, directly following which a standard vote will be conducted.
    3. Only paid members will be allowed to participate in the vote.
    4. A simple majority of members must be found in favor to conduct a vote. In the event of a tie vote, the final decision will be made by the officers. The vote must be unanimous.

Article VIII - Amendments

Amendments to the Constitution will be accepted for debate and vote at any Executive Meeting of the club. Amendments may be proposed either by members in good standing that have been there for at least one semester, or by one of the Officers. An amendment will be passed only if it attains no less than 2/3 of the votes present at the Meeting.

Article IX - Ratification

The Constitution will be read aloud and put to a vote of ratification at the first official Executive Meeting of each fall semester. To ratify the constitution, there must be no less than 2/3 of the votes present cast in favor for a renewed ratification of the constitution.
